The footage is from an experiment was run by the US Air Force at Wright-Patterson Air Force Base near Dayton, OH and was performed as part of the MKULTRA project. The clip is taken from "Thomas Pynchon: A Journey Into the Mind of TP" a 2001 movie-documentary by Donatello & Fosco Dubini.
