It's another satire. Hyuna doesn't normally sing in that voice, she is making fun of a specific "bubbly" type of girl. It's the girl that guys in Gangnam prefer: empty-headed, childish, girly...

The whole Gangnam style song is about that culture being ridiculous. Even the dance is a reference to that fact.

All of HyunA's songs are in that voice

Bubble Pop, Trouble Maker, etc.

plus HyunA was featured in the original video as the love interest

Ridiculous or not, it's just as catchy as the Macarena was. Further, I'd challenge any male OR female,to grow weary of watching cute little Asian chicks dancing in unison in children's clothing..HELLO??!! The goofy guys moving like retro pimped-out disco-gangster urchins is an added, fucking bonus!! Great dance, great hook, great phenom.
