Typically it says "Shoplifters will be prosecuted," but you can see that someone added some words to it with a pen so it probably says something like "Shoplifters will be thrown a party" or something to that effect.
The sign says; "HEMA Amstelveen feliciteert de 10000ste winkeldief"
(HEMA=companyname)
(Amstelveen= place near Amsterdam)
(feliciteert= congratulates)
(10000ste= 10000th)
(winkeldief=shoplifter)
FYI, the sign on the window says "In case of theft, we *almost* always report to the police."
